Identify help please

While out in Central Oregon desert we happened onto an old set of pens we think is an early sheep camp. An hour of searching turned up several old cartridges including a 38-40, an old cooking spatula, and this item I’m hoping someone can identify. It is brass, and tapers from the narrow end (.043” or about the thickness of a thin dime) to the wide end (.019). The narrow end is broken. Hopefully someone has seen something like this before?
