I enjoy finding the 'uniqueries' and, like OregonGregg mentioned, I have found somewhat similar tongs for snatching candy. But when I saw the sliding retainer piece on your find to help secure the 'grip' on a skirt or ???, that eliminated it from being a candy tong.
