Hard to say how it got there. Wasnt around in Victorian times, so either showed up as a spent drop, came in a load of dirt, or at some time the property was private. Dont think any aircraft were doing practice runs in the pdx metro area from ww2 onward.

I find lots of old Victorian era shell casings and bullets in old parks as it wasn't illegal in 1910 to shoot in the 'city', but this isn't that:-)

There were made to pierce armored equipment, be fired from or at aircraft or marine vessels, or in later years as a shoulder mounted rifle for very long range activities, as Dan'o noted. Don't get in front of one
